E.C.T.N. Mandatory for Lybia

By signing the contract with Antaser International Group, the Minister of Finance and the director of Customs of the State of Libya assigned the issuance and management of the ECTN for Libya to the Antaser International Group.

For all shipments to and from Libya (all cargo in transit included), the shipper or his forwarder are required to issue an ECTN in the port of loading and submit it to Antaser for validation.
Each Bill of Lading must be covered by at least one ECTN and its unique number needs to be inserted in the Bill of Lading and Cargo Manifest under penalty of fines.

The ECTN must be issued and validated at the loading port and are elemental for the import custom clearance upon arrival.
Cargoes not covered by a valid ECTN will not be cleared through the local Customs until presentation of the final ECTN and appropriate fines will be charged.

This new regulation takes effect as from October 1st 2015 (date of Bill of Lading).

Tax ID (NIF) in Algeria

Please take note that, following attached Algerian Customs Notice, the TAX ID (NIF – Numéro d’Identification Fiscal) for Algeria is mandatory from 1st September 2015 (arrival date).
In order to meet this requirement, all bill of lading and manifest have to report this number to be required at the booking stage.

Angola: Cancellation of notice on release of containers without original Bill of Lading

We are glad to inform you that on the 10th of July 2015 the Angolan General Tax Administration (GTA) has rescinded the notice allowing Angolan Customs to handover containers to importers without presentation of original Bill of Lading (B/L) /release from the Carrier.

We would like to inform you that due to recurrent challenges to make overseas payments this year, the Angolan General Tax Administration (GTA) has issued a notice allowing Angolan Customs to handover containers to importers without presentation of original Bills of Lading (B/L) / release from the Carrier.

All parties on B/L must therefore be guided that the Carrier has no control over cargo once discharged. As a result, in case of cargo delivery to the Consignee by Angolan Customs without prior release from the Carrier, the Carrier will not be liable for delivery of cargo without original B/L at the Angolan ports.

As a consequence, we strongly recommends that the Shippers negotiate and/or obtain payment for their cargo in due time, better if before loading at the port of origin.
