SAUDI ARABIA: NEW RULES

GPC advises about new rules adopted by Saudi Arabia Port Authority concerning Delivery Orders.

It will be released only if the freight forwarder (indicated on BL as consignee/notyfy) was licensed by Saudi Arabia Ministry of Transport.

Governemnt inspectors are monitoring and checking the offices responsibles for Delivery Ordrers and te local freight forwards.

The absence of this license is Sar. 50.000 fine (about Usd 13400).

CYCLONE IDAI: DISASTER IN MOZAMBIQUE

14th March : Mozambique is destroyed by Cyclone Idai which devasted the 90% of area around Beira port.

The main streets are collapsed and the town now seems an “island in the ocean”.

Fortunately during these days it has been possible to restored :

  • communication for some mobile operators, although only in certain parts of Beira (city centre, Baixa, Manga etc) ;
  • Beira container terminal (unfortunately, Customs & Kudumba (Scanning) not yet fully operational)

  • Depot

Although transport outside of Beira district remains challenging.

Cargo destined for Zimbabwe, Zambia and Malawi (ex Beira) not yet possible at this stage, due to flooding of national roads including road surface damage.

Expectation is that cross-border container traffic will be possible towards end March, although this may be delayed further.

FOCUS: ECTN SOUTH SUDAN

The South Sudanese Customs Authority is introducing the Electronic Cargo Tracking Note for all shipments to/from South Sudan .

The shipper or his forwarder is required to issue an ECTN at port of loading and submit it to Antaser Afrique for validation.

Each Bill of Lading must be covered by at least one ECTN and its unique number needs to be inserted in the Bill of Lading and Cargo Manifest under penalty of fines for the shipping line.

Cargoes arriving without a valid ECTN will be blocked for delivery by the local customs in South Sudan.

This new regulation takes effect as from April 1st 2019 (date of Bill of Lading).

The Australian Agricultural Minister ratify a special fumigation treatment for the import to prevent the arrival of infests microorganisms.

FOCUS : SAUDI ARABIA & DANGEROUS GOODS (2nd Part)

The Saudi Railway Organization (SRO) has recently revised their operating schedule for Dangerous Goods (DG) units discharged at Dammam seaport with final destination “Riyadh dry port”.

Hereafter, SRO will rail the dangerous cargo containers to Riyadh, only once a week every Thursday.

Consequently some delay in arrival of dangerous cargo containers at Riyadh dry port should be expected.

FOCUS : SAUDI ARABIA & DANGEROUS GOODS

Jeddah Islamic Port Authority has issued a circular exempting containers with certain dangerous commodities from providing the custom approval / dangerous goods permit.

This permit was earlier required to discharge cargo at Jeddah Islamic Port, however, with immediate effect, the below listed commodities are now excluded from obtaining the dangerous goods permit and can be discharged as normal:

Paints

Batteries

Vehicles loaded with fuel

Air refreshers

Perfumes and Cosmetics

Fire extinguishers

Refrigerators, air conditioners, equipment that is provided with Freon Gas rube gas, batteries and fuel

Dangerous goods, which belong to government agencies

FOCUS: “NIGER: Malenville Bridge Broken”

GPC adivises that all services from Niger via Cotonou port are temporary stopped due to the collapse of the main road bridge at boarder Malenville.
Please consider as port of discharge for all cargo not yet shipped: Lomè port.
16/10/2018 GPC adivises that Via Cotonou the brigde between Niger and Benin is still broken and only containers put to consider as temporary bridge.

NEW EGYPTIAN CUSTOMS RULES

In order to reduce duties, egyptian authorities issued a new customs rule that provides the issuing of EUR 1 certificate. Also in case of tax exemption (valid only for VAT purpose), it’s mandatory to present EUR 1. Furthermore, it’s required the invoice authenticated by Chamber of Commerce in master copy.
